Did a search......Weird buzzing noise under dash and e brake light stuck on

So I have got this weird buzzing noise right when I start the car. 1990 KA24E 240sx.... The buzzing seems to follow the e-brake light and sometimes the battery light too. The light gets brighter, the sound gets louder...sounds like a giant fly is stuck under my dash trying to escape. Could it be the alt? HELP PLEASE!!!!

it seems like everytime I start the car, the windshield wipers give one push and then shut off. I dont even have them on and it does it everytime now when I start the car. Weird....
