Did a few test runs with my Profec B,And i need some help!!

I just hooked up my Profec b on my s13 motor,And i set it to 12psi and theres almost no spike,But it will be at about 11.5psi for a few seconds and the needle on the boost gauge will start to move around alittle,up and down.and i can hear it in the exhaust note.And when i turn off the boost controller its fine at 7.5psi.Any ideas why?

I have the stock intercooler and bov,I did have RC clean the injectors and i have a Walbro 255 with a new 300zx fuel filter.
