Diagnostic Test Mode II code 21 or 12

I have a 1993 S13 Hatchback and I have an "maintenance light" in the dashboard on. I consulted the S13 manual (EF & EC-43) and found out that I have the Diagnostic Test Mode II code 21. However, is it true that code 21 doesn't give you the "maintenance light" in the dashboard? The ECU give me 3 blink lights. I think it is either 21 or 12.

Currently, the cars run fine without any problem. If it is code 21 Ignition signal circuit, my car wouldn't start, right?

If it is code 21, where can I find the harness and connector and power transistor unit?
