Does anyone have any clue where I can down load a diagnostics program for my 93tt? or a program to tune? any help would be great. Thank you.

If you have a Consult plug and a laptop, you can use OBDSCANTECH which is a free diagnostic software tool, or there are others like CONZULT you can purchase.

Tuning the EPROM is a completely different matter and requires replacement of the stock chip with something that is rewriteable. A little something to read, but you would need something like the ASHSPEC ZEM, NISTUNE, or something like that to actually "tune" the ECM.
