Alright I have a 94 q with 170,000 and its got a few problems. To start off the power steering doesnt work. The ignition has been removed and the rest of the steering column molding. I do not hear any whining from the pump and im not sure if there are any sensors been removed from the steering wheel. The other problem I have is my tail lights and gauge back lights Ive checked the fuses and they are all fine. The lights that dont work are just the rear running lights my turn and stop lights work but my back up lights do not. On top of this my brights will not shut off. The history of problems started during an ice storm when it was parked outside, the vehicle doesnt have a hood so some ice got on it. Afterwards I checked all the fuses and my tail lights fuse and for a brief time the tail\stop light showed up on the diagnostic screen however a few hours later it stopped showing up I also have a brake pad signal showing up IDK?. And the final thing is I've sheared a lug stud on my rear right and I dont know the size of the axle bolt. Just want to get it ready for my exodus to the dragon trail.

Did you check the engine bay and the interior fuses?

I would start with replacing all the tail and stop light bulbs, clean the contacts with electrical parts cleaner then use a little di-electric grease.

Then re-install the ignition and all the covers.

Read the service manual for any more help you might need: http://Nicoclub.com/FSM/Q45

The dash doesn't give an error message trust me the messages could be intermittent or continuous, depends on the bulbs condition. How are the sockets?

there is no steering wheel sensor unless you have a Q45T.

I would test the steering rack solenoid, it shows how to do it in the FSM.
