Diagnosing a bad ECU?

After running into some issues with my wiring on my VH swap, I'm pretty convinced that it all goes back to a bad ECU. I read quite a few pages in the FSM about diagnosing a bad ECU however I'm still not 100% sure.

All the power and ground wires going into the ECU are functioning properly, but I'm not getting any signals the ECU should be sending out. Whether it's ignition signal, fuel pump relay turn on, check engine light, etc. None of it works....it's not sending anything out.

Is there any way to see if the ECU is even powering on? I tried the self-diagnosis using the knob and LED light however I'm not sure the light should be coming on if no codes are stored.

It will flash 5 long and 5 short for 55 if no codes are present.

Or a bad harness or wiring?

Make sure ignition is in the on position.

Yep, ignition was in the "ON" position. I spent about 6 hours yesterday playing with it and I'm sure it's dead. I can't think of any reasons why I couldn't get the lights to come on as long as it's getting power, even if the rest of my harness was "bad" (although the rest of the harness should be nearly perfect).
