delayed starting time

when im starting my car somtimes it will start right up while somtimes it takes up to like 5 secs of the engine turning over before it starts it does not seem to be related to the tempature of the engine. also when i shut it down it does not want to stop running for a couple seconds thens dies someone told me this is related to the timing let me know if you know anything
