defroster fan motor

I have a 2007 Infinity G35x. When it is a bit cold outside the defroster/heater "motor" does not come on. It is only after the car is running for a few minutes that the fan motor comes on at all. I am not talking about heat but the motor itself. Is this a problem with the motor/sensor or what?

This is "by design", as I recall! :yesnod

The intent was to not blow cold air when heat was desired! So, the car lets the engine get a bit warm and then the heater fan kicks in to bring the non-cold air in. I think a number of manufacturers do something similar ...
