You'll always have 12 volts to the coils, they have constant power, the switch is on the ground side.
I had a CAS go bad on me before, it acted as a low rev limiter, which got lower as the car came up to operating temp, and then would not run at all between 2000-3000 rpm, weirdest thing ever. I started throwing sensors that I thought was the problem in the freezer until I found one that effected it.
Since that is not the case with you, I'd say put an O-scope on it while cranking, and you can see a poor or non existant wave form. That or replace it with a good one, and see if it changes. From the sound if it I think its toast.
I took mine apart and couldnt find anything wrong with it, they must be incredibly sensitive and precise.
