Has anyone ever de-powered the rack and pinion unit for a S-13?

Cut the powersteering belt.

You will have the most steering effort at low speeds such as turning corners or moving into a parking spot.

The power steering pump has already been removed. It seems to me that what I would have to do is to connect the inlet line to the exhaust line so that any fluid movement within the rack just goes from one side of the seal to the other freely.

You are correct. Loop the inlet and outlet lines.

Actually, I am building a Locost and using the Nissan drivetrain. A locost is a replica of a 1959 Lotus 7. At only 1250 lbs I don't need (or want) power steering. Right now just deciding if I want to use the original rack or if I want to use something else. Thanks for the info though.
