DE and E bottom end swapping.

Okay, I know the block and head wont bolt up to each other. But can the DE bottom end internals be used in a E? For example, rods, crank, caps, etc. etc.

I don't think the E would be forward compatible with the DE. I know the E's components bolt on to the DE (with awesome results)but I don't know about vice-versa.

No they cannot, the only thing you can swap from E to DE is the pistons, putting DE pistons in an E would yield a VERY low compression ratio and zero power. You're better off just getting E internals.
