They are not ENTIRELY separate due to the way Nissan does its DRL systems. Rather than having a dedicated DRL lamp like other brands (GM for instance) who also run DRL on their US models, Nissan simply keeps an existing lamp lit when the headlights are turned off (in your car's case, it's the fog lights).
I'm still not sure why any of that should interfere with manual headlight operation, though. It might not be a DRL issue at all, but rather a headlight switch problem.
For what it's worth, it is actually very simple for the dealer to switch the car into "US mode" and disable the DRLs. All they have to do is plug in a Consult (handheld diagnostic computer). While I doubt an Canadian dealer will disable DRL for you permanently, they can at least turn DRLs off temporarily to test if that fixes your manual switch functionality.
