Daytime Running Lights on 1997 240sx SE

I'm moving up to Toronto from Florida in a couple of months. My 1997 240sx SE needs to have daytime running lights installed within the first 45 days after I arrive.

None of the dealers down here seem to know how to do the wiring properly for this. I don't want the entire lighting system to come on during the day -- just the high beams at a lower intensity, which turn off when the main lighting system is turned on. Also, it would be disabled when the parking brake is applied (as on the Canadian models.)

Is there any way to do this?
