Do you have the HUD(Heads up display)? Did this recently happen?

Ok, this is from my '92 FSM(p. EL-6), so it should apply...

Looking directly at the fuse box(under dash), below is the left-side, from top-down(with their current rating(A) and what it powers.

::edit:: You still should[will need to] check that voltage is getting to the wires in the rear of the instrument panel.

Only use my method when all else fails. sometimes this happens and no matter what you will not find the problem, We are still waiting on a legit reson for this because i tried every possible legit fix to no avail. I am currently a auto tech student so i am not completly lost with this.

LET THERE BE LIGHT!!! I finally got my dash lights to work. What you need to do is look at where the fuseses are, there is a little white box right beside it, try and replace it with a new one. Thats what I did.
