Dash, head, and tail lights

I have a 94 infinity Q45, and when i went to get on the freeway today i noticed that only my high beams were comin on and that i had no control of wheather they changed or not. Upon further inspection of my car i found that my tail lights, and dash lights were not working as well.... unless my foot is on the brake then my head lights go back to normal and my dash lights are coming on as well but as we all know you cannot drive with your foot on the brake lol... please help. i have tried looking for a short in the taillight as well as the head lights and cant seem to find anything. I also checked the fuses under the kick panel on the drivers side and none of them are blown. Any ideas?
