dash ground problem

Does anyone know what ground would cause the dash lights and gauges to stop working, as well as trunk and fuel door release, and also wipers and brake lights? Keeping in mind that all fuses tested good inside and engine bay! Also battery is not charging!
But my hazzards work, headlights and parking lights work, radio works.
with the car running, and door open, if i turn on the lights i hear the chime as if i left my lights on with the key out of the ignition!
i step on the brake and the release does not work to shift out of park, i have to press the button to move the shft!

Help Please! i'm stumped

Is the brake light illuminated on the instrument cluster? Sounds like a bad alternator to me. Put a voltmeter to the battery and check the charge. Should be at least 14.0 with the engine running.

If you're running under a low voltage (or high voltage) condition, it'll do all sorts of weird things.

No brake light on the dash, so i'll check the battery voltage.and alternator.
