custom body work???

basically.... I have a damaged front passenger fender. The fender has a two tone paint job (the two tone is a dragon running down the side of the car). And sooo, I'm wondering if someone can steer me to a body shop or a certain person who could cut my damaged fender top to bottom right above the wheel well (or somewhere in that vicinity) and weld part of a new fender (which I have) back in its place (this would save the trouble of replicating the custom design). Then do some painting and some other little things like shaving bumper emblems and some rear lower quarter panel surface rust. I'm willing to spend some $$$ but I'm really looking for craftsmanship. Thanks! I'm located in York, PA (willing to commute up to about an hour for the job).
