CTS problems possibly wiring? But the wiring was done by wiring specialties

I havent been able to drive my S14 since the swap and After I did the swap my engine temp gauge doesnt work anymore. I checked my ECU for codes and I get code 13 CTS. I got a new CTS but I still get code 13. The AFR is at 11.5 at idle and if I turn the motor off after it gets warm and it wont start again until it cools off . But yesterday I was wiggling some wires in the engine bay and then turned the ignition on and my temp gauge went straight to hot but the motor was cold wtf? I checked the voltage on the two wire CTS plug and it was like 8 or 10 volts then I checked the single wire CTS plug and it had 0 volts. Is this correct? When I turned the key on today the temp gauge didnt move again. The wiring was done by wiring specialties so everything should be good right. But this sounds like a wiring problem to me. I am so tired of working on this POS. I just want to be able to drive my car again. What do you guys think?
