HP for a motor is highly related to airflow going through it. A given turbo doesn't somehow magically make more power (or airflow) on one motor than another. There is the possibility that one motor can be better matched to a turbo's max flow capabilities than another, but coming to that conclusion requires comparing the motor's airflow rates with the turbo's compressor maps.

Keep in mind as well, that the maximum rated airflow rate of a turbo occurs at a relatively narrow range of boost. And at that, a motor run at that boost may never reach that airflow rate at that boost level. Smaller sized turbos are going to be more likely to be able to hit the max flowrate of the turbo, but larger turbos for a give application will rarely ever come close.
