It's been a while since I played CS. However, it's not a free game. You have to purchase it through steam or at a retail store (short of illegal methods). You are given a unique ID which identifies if you are trying to use the same copy on more than one computer at the same time. It is also used to ban you should you cheat.
Someone else who plays CS still or has played more recently may have to chime in here, but I would speculate CS: Source would be more commonly played online now. I'm sure there are still many hanging on to the old builds, but I would expect they are a smaller group.
Ironically, I just found my copy of CS. I am tempted to install in on my PC. I'm probably rusty as hell.
