Since there are so many things potentially involved, simplest diagnostic route is to go to a dealer and have them plug in a consult.
But there are a few things you can check before that:
Check fuses.
Try swapping the CC relay for A/C relay. I doubt the relay is to blame if both lights ("on" on the button and "engaged" on the dash) are illuminating, but it's worth a try. If A/C still works and blows cold after switching the relays, you know the relay is not to blame.
If you are indeed getting the "engaged" light, I'd suspect the actuator. If you're not getting the "engaged" light, you might have a faulty brake switch (causing the car to think you're hitting the brake, forcing cruise to disengage).
On third gen ('89-94) Maximas, there was a common issue with the cruise control circuitry which could be repaired by mending damaged solder points ('90s Nissan and their crappy solder again). I wonder if the Q is subject to the same weakness?
Wes mentioned that he once "fixed" his cruise control by unplugging the battery for a bit.
Is the cruise control throttle linkage intact?
