If it is close to wiring of a 97 QX4 check the 5 fuses for the complete control system, 4 in the dash lower left and a melting strip in the engine room. The green lights for indication are not bright, one on the cruise turn switch and one in the cluster that comes on green when a speed is selected. Do as Towncivilian has written as a first out test, if no control then check the fuses, if they are all good, does your horn work?
From there all components will need testing, from the air pump to the wire, but take your time and test each fuse, they protect different components in the automatic speed control.
If a certain fuse is shot get back to us because that fuse narrows the search for the problem. But if all fuses are good, the various components may have problems.
Fuses burn out as to over current and if nothing is wrong with the current draw there could be things wrong with: air pump not delivering, horn circuit no good, feed back from the speed sensor, etc.
