Cruise control slows down truck on flat ground and speedometer inop in cold

Car: 1995 Nissan SE 4x4 Hardbody

1995 Nissan SE 4x4 Hardbody, V6, Manual 5 speed, with sport package. First the speedometer is erratic in cold weather. Once it warms up it works fine. Then my cruise control has started slowing the truck down as if I were going down a hill to the point that it cuts out. Any suggestions for troubleshooting these would be great. Have a Great day!
