Cruise Control (or lack there of)

Alright, got the car (1989 240sx KAE) running good enough finnaly to start dealing with some of the non critical issues, and cruise control is next on my list..

It has it, it does not work, never has since I bought it, hit the button and the light doesnt come on, changed the light, checked the wiring on the little actuator and it was connected...Not even sure where to start, I couldnt find any fuses connected in line with the system, my best guess is the thing froze up or somthing from sitting, but i'd think it would at least come on (in standby)

Any ideas on how to check the system? Chiltons was no help and im diggin through the factory manual trying to find somthin, not much help either
