It could be simple. You better remove your steering wheel and check for the connection. I guess this is the first thing you should look into since it's easy.
1. Remove a screw that's holding the steering wheel cover in the back.2. Pull out the cover. It's clipped on to the steering wheel.3. Loosen 14mm nut. Don't remove it completely. Leave it at the end.4. Yank the steering wheel out. Hold tight with both hands and foot on brake pedal. You might have to pull it really hard or need help from someone. 5. Check connnections in the back of steering wheel. You will see 2 RINGS that covered with grease. One is for the horn and the other is for the cruise control. Clean them up and make sure they have good connection when the steering wheel is installed. Take out cruise control switch and clean it up good with some WD40.
That's about it. Since your horn is not working properly either, I hope this takes care of both problems.
