When you're manually starting it, do you turn the key and let the fuel pump prime or do you just crank it immediately?

Maybe post a vid of it happening?

try letting the fuel pump prime

turn key to ON wait about 5-10 sec then start. see if it does it.

A high idle when first starting just means your IACV is functioning properly. However, if it doesn't settle in after a few minutes of running, it may be stuck open.

Idle Air Control Valve, its toward the DS on the back on the intake manifold. An IACV AAC regulates your idle, there is another valve back there, the Regulator Valve (known by many different names) which sits closer to the center of the manifold next to the IACV is actually whats responsible for cold start idle, it is designed to mechanically allow more air into the manifold during cold starts to raise RPM and warm the car up faster (arent emissions regulations just absolutely great)
