Um who put the last belt on and when? It's a bit of a tricky process, you set the timing at tdc using the indicators on the damper and the timing cover, then you remove both. But before you remove both you pull the upper timing cover and check the cam dots against the backer. These can be out a bit due to play in the back cover. Once the crank damper and timing covers are removed there is a notch in the oil pump housing that lines up with a dot on the crank, except you can't really see either with the engine in the car.

It's an answer that isn't an answer. The crankshaft should be at zero and the cam pulleys should line up with the dots on the backing plate, unfortunately there is a certain amount of slop in the belt, tensioner backing plates and timing cover.
