Chain or strap wrench around the pulley with a long handle. If it's a manual transmission just throw it in gear.

k i don't have an impact wrench, but i did put it in gear and it still moved, but i didn't have any gear oil in the transmission, could that be why?

You mean the crank is turning but the car is standing still? I did't think it would matter about the oil, but maybe. Gotta get it in gear. Use 5th.

Wierd, in theory if the car is in gear and that pulley is spinning as you try to move it, the car should physically move. Assuming you have stock tires I looked up the gear ratios and calculated that the car should move about 5.5" for each turn of the crank while in 1st gear (as opposed to 24.5" in 5th). Maybe there is some small detail I am missing that would allow it to spin and not move the car, but I don't see what.

Oh, stupid question, but the wheels ARE on the ground and not jacked up, right? Especially the rear wheels?

put it in 5th, engage the e-brake, and get either a breaker bar (autozone or o'reily), or a long hollow pipe thats wide enough to fit over the handle of the ratchet. the longer the better, also, hold the bar at the highest point that you can. the higher you hold it, the more leverage you have over the bolt. my can was totally jacked up (4 stands + garage jack) when i was doing it, and i had no problems whatsoever. just brace yourself against the bumper, and put all your weight into it. also, the pulley will turn about 1/16th of a turn at first, but don't worry, it'll catch, as long as it's in 5th. you should be glad you dont have a mustang though, my friend and i were doing an underdrive pulley job and we had to use 2 pairs of vice grips on the harmonic balancer and wedge them up against some bolts that were on the block. took us 10 hours to figure that out lol.

anyway enough of that, have fun with the job!
