Crank Case leaking, Doesn't hold pressure. Help!

While trying to figure out why engine wouldn't start, realized there was no vacuum by placing hand over throttle hooked up a gauge and it didn't even move. Used compressor with remaining air left in tank to do a leak down test in cylinder #1 at TDC and expected engine to turn a little by the pressure. Air doesn't leak at intake/exhaust, sounds like its coming from the crankcase.

My thoughts either a hole in piston or worn out and need to get bored etc.

When I got the engine it was off timing, could that have caused a hole? Engine hasn't started since I got it.

Thinking i'm going to be rebuilding my engine now correct?

90 compression all around when doing compression test if that matters

Compression is too low. Should be 145psi and up. Time for new piston rings.
