The flaw is the propeller is free spinning, so no energy is being input into it. The energy comes from the engine trying to suck the air in. Once it hits that thing it has to spend some of it's energy to spin that, so therefore less air gets into the engine. Additionally I am sure there is a vacuum lost on the front side, meaning less vacuum to suck air in. So total VE is lower. Throttle plate is the most restrictive device in the intake and adds pumping losses, ie.. fuel burning wasted energy.
