Cover removal help

So I am hoping the pic works, first of all. Secondly, anyone know how to get the cover off that is indicated by the yellow arrow? Trying to do the fog light mod on my 2015 SL, and I suspect my relays are hiding under there. I tried and tried to get it off, but obviously, did not.

Or if I am barking up the wrong tree for my relays, let me know.

Check the link at the top of the page that says "service manuals" You will want the manual to help figure this out.

This will tell you what fuses it uses and the wiring for it.

Then find the section in service manuals for fuses.
