Couple questions about the upper guide

Well I recently aquired a 91 s13 /160k+ miles but with an engine with only 70k miles. It has the tick of death, but considering the lack of miles I assume it could quite possibly be just the upper guide being hit. I took the valve cover off, and noticed that the upper guide seemed in good condition, and didn't seem to have any marks or anything on it, but if I pulled the chain it would touch the guide (me = assuming a tensioner is gone since there is a large amount of slack) but the chain looks in perfect condition. I'm not saying that removing the upper guide would fix the problem, i'm just trying to get opinions on the importance of replacing the chain and everything else. Also, if I remove the upper guide, do I need to put the bolts back in place to keep them from allowing flow somewhere I don't want it, or is it ok to leave them out, I don't plan on leaving them out, just curious mostly.
