That would depend upon glass quality, and muzzle velocity as well as powder load and type. You could easily shatter a car window as a side effect of firing a shotgun in a car. The shotgun, though, is one of the least likely firearms to cause this, since it is a spreadshot and not a slug. Also, a muzzle break makes a difference. Ever see Tremors 2? When he fires the Grizzly, that is all completely legit, including the glass breaking. That is a .50 caliber anti-armor round fired from a rifle with a rather impressive (and required--OUCH) muzzle break.
