Could somebody give me a brief instruction for painting?

I have an 2000 infiniti I30 and there is some tiny scratch on the front and back bumper. I already bought some TOUCH UP PAINT (my paint code is KR4) and want to do some painting work by myself. So could somebody tell me what should I do?

By the way, if there is a tiny rust one of the back door, how could I remove it and repaint it?

Does the touch up paint have a brush applicator or is it a spray can?
