Notice AC was not working at idle and when stuck in traffic would start to over heat. Turns out both fans not working. Fuse fine so replaced fan unit.

woops. not the problem. figured out how to run the IPDM Self test

all doors closed but drivers door. key on (second click till warning lights illuminate took me 10 minutes to figure out 1st detent is not enough) 2nd detent.

depress the door switch 10 times right after key ok. key off then on again. horn will blip.

car will run self test turning things on and off in succession including click (engaging) the AC clutch and then testing the fans.

both fans run at all available speeds. this means fuse is good wiring is good and relays are good and the system can "command" the fans to turn on good.

but still no fans. turn AC on. and the AC cooling fan does not engage. have not let it heat up enough to test other no need AC fan should engage.

suggestions for what to test/replace next? can't be coolant sensor since that would have no impact on the AC fan which should come on low immediate on turning on the AC system at a minimum.
