Coolant temp sensor is new, still throwing code13/flooding

so my motor was flooding, so i got a 91 se-r sensor, hooked it up. turn the car on, fine. let it sit for a little whil after it was warmed, whata ya know? it floods when i try to turn it on. so i swapped out the black one (i bought the bigger one) and it didnt work, and i did this with 3 different ones, one i know worked befor because it was in the old motor. same thing with the big sensor, swapped with 3 others and no help. so waht could this be? how do you use a multimeter btw. could my ecu be bad and doing this? could the thermo be doing it?

im so confused on why it isnt working because i used stuff from my old motor on it that was 100% fine befor.

perhaps the circuit got messed up.

so i checked the wiring today, my uncle who is a mechanic told me how thes sensors work. now firs ti will say what i found out. i followed the wires, now im confused of the little sensor, the little one for the gauge. see the wire from it goes to the ground for the intake manifold, is this right? also, we looked at the back of the cluster and with the car in the on position, using a light continuity tester (negative gator clip with light bulb in pointy screw driver tester), theres a clip of wires that goes to the left side of the cluster near the temp gauge ok..

so im talking about in an s14 kouki with usdm cluster, there is a yellow wire at the top of that harness connector. we put the tester on that and the car idled about 400rpms higher but also made my temp gauge go all the way up, which it would have been hot because the fact i left the fans off for a minute to warm the car up. but when its not on there the gauge doesnt move at all, wtf is up with my car? this **** worked fine befor when the motor blew, why wouldnt it work now? could my ecu be bad? i dont want to jump to that conclusion but its allways a posibility.
