Coolant temp sensor check list to figure out problem

ok i know my coolant temp sensor system is bad, which one is bad, i dont know. the gauge doesnt work and the ecu is throwing code 13. iv swapped the sensors with 2 others of each and no fix. what should i set my multimeter at to test each sensor? and which wire do i test on the ecu sensor? could i get an autometer gauge or similar unit and just use the stock sensor but run a wire straight from the sensor to the gauge so i know it wouldnt be wiring? or is there more to that? im tired of this bs and iv searched and done everything i could come up with so if what comes from this thread doesnt fix this problem im gona give up on the thing completely. car is s14 with redtop.
