Coolant reserve tank bone dry

Is the reserve tank suppose to be bone dry and what does the tube that's connected to the top of the cap suppose to be connected to??

The tube coming off the fill cap should lead to the bottom of the reservoir, which should never be bone dry, I suggest with the engine cool you top off the engine and fill the overflow to the correct level, if the hose of reservoir is broken replace them.

The tube that's connected to the tank cap is connected to nothing. It's supposed to vent the pressure to the ground. And any coolant that happens to boil over is directed to the ground rather than to the engine or elsewhere.
