Okay, so we did the under plenum hoses maybe 3-4 years go. Now I'm getting coolant in the valley again. I can't find any hoses that are leaking. It does appear that the freeze plug is leaking a bit but there is A LOT of coolant in the valley. Is it possible for the water pump to leak into the valley?

Freeze plug should leak under the car... I don't think the water pump could leak into the valley. I'd get one of those loaner pressure testers from Advance / AutoZone, etc. If there's that much coolant, you'll find it pretty quickly.

Regardless of what is causing it - you will have to pull the plenum so i'd say your best bet would be to pull go ahead and pull the plenum and from there diagnose and fix the problem.

These cars along with many other 90s models have reached the point a 3$ plastic or rubber piece can cause devastating effects. 14 years 280k miles on owning my 92 it finally left me stranded. Caliper totally decided to go approaching a construction zone. Probably preventable but approaching 400k im just chancing it. Oil starting to be visible on the underside. Valve cover gaskets and many minor things need to be done... Again. Honestly. I look every week for a replacement Q. Would rather wrench on them than anything else. Sure money is a factor. But drive any sort of "new" luxury car compared to an early Q45. Maybe im still nuts over this car but damn. If its repairable with your own hands. Do it
Otherwise best of luck
