It's only for the drivers seat.

I can't remember if the switches are common between the passenger side and the driver's side, but if they are you could try swapping them to see if it follows the switch.

I forgot to mention, when you put the heat on the drivers side it does go on for about 20 seconds then it shuts off.

Hmmm, I wonder if it has an overheat protection circuit somewhere.
Maybe try looking in the factory service manual to see if there's any mention of it.
