Congress has to actually pass a law to prevent receiving an automatic pay raise. Having previously passed in the Senate, the House voted on April 27 to block the automatic pay raise for fiscal year 2011. The final vote was 402 - 15, with all 15 votes for giving themselves a pay raise coming from Democrats. Six Democrats and seven Republicans didn't vote. The roll call vote is here:

Good lord, the 15 dems who voted no on this measure must not be making enough from lobby deals.
