confused

Ok i got my car running finally (sat and looked at it for three days) but as soon as i let off the accelerator it dies, the throttle cable is broken and i'm wondering is the throttle plate supposed to be open just a little? and when it comes to timing I've got a good unanswered question we've all seen the picture that shows the underdrive pulley and all the timing marks what does it mean when it says "20 over TDC Stock KA24DE" is that where its supposed to be set? or at top dead center???

the throttle plate should stay slighly open, because from what i have see if you let it shut to quicly it will get stuck. with the 20 over tdc no clue, could mean timed 20* when at tdc ..

well today i drove it up the street and it has a massive lack of power and my brakes went out (that was fun...) and its making a popping noise now..
