So I have this old serial port device that works just fine on my desktop, cause my PC has a serial port. I want to use the same device with my notebook, but it doesn't have a DB9 serial port. So I bought a USB adapter for like $20. It didn't work, I took it back. I then ordered a PCMCIA adapter from Amazon. It doesn't work either. Don't know what to try. Drivers are good. The item shows up in the system hardware list. I'm on the correct COM port. Any ideas?

It depends on the device. I've run into the same situation with serial and PS/2 devices converted to USB. It also helps (sometimes) to have it plugged it while restarting. And sometimes for me, its random.

Uninstall the driver/software for the device that you are trying to use. Then, restart and install the driver/software again. Restart the computer after install. Also, do you have the latest drivers for the hardware? Sometimes, eventhough a driver works, it still may be malfunctioning. New drivers usually offer increased support.

I have run into this problem a few times also. IMO, it's fairly simple to fix.Hope that helps.
