NO!!! you can not use this material to wrap your hood to make it look like a real carbon fiber hood. Just buy a CF hood if you want that look. This material will not stretch at all making it difficult to "wrap" over any type of contour.
As with anything there is strength in numbers. Manufacturers will make parts if they will be bought.
