So I moved to CO, brought the Z, and now it's in the garage for the winter with no liability or collision coverage. What do I need to do in order to let it sit all winter without damaging anything. I don't mind starting it up once a week to let it run for a while, but I worry about the gas in the tank because I've already had to replace the original tank that was badly rusted inside. Is it better to leave it with a full tank or an empty one to prevent that from happening again?

A full tank of gas is better than empty. Theory is that moisture is in the air and condensation can form with heat/cool cycles. The less air you have in the tank, the better.

Always good to move the car around a little, even if it is to just back out of the garage. It keeps the wheels from sitting on the same spot... and also the exhaust fumes are a big no-no.

I see a lot of people recommending changing all the fluids before storing it, if I'm going to start it once every week or so that isn't as necessary, correct?

the reason people recommend an oil change is it keeps whatever contaminates that may be in the old oil from dropping out and forming sludge in the oil pan. just cranking and letting the engine idle for a few minutes may not be enough to keep them suspended in the oil. coolant/antifreeze should be changed at a minimum of once a year regardless of climate or storage. and since you just moved from a warm climate to a colder one, probably be cheap insurance. oh, and how did the move go? what happened to the vespa?? and how did the cats do??

and some sta-bil is not a bad idea to add to the gas tank when storing for extented periods, helps keep the aromatics from evaporation out of the gas and turning to varnish. any local auto parts store or some major hardware store carry it.

this question is a great question! I have been storing a couple of my cars during the winter and never thought of the tires sitting in one spot for too long... crazy idea. but im sure its right
