If the shocks have a compression adjustment, soften the compression. This lets the shock move up with much less resistance. Therefore, the wheels can follow the bumps without bouncing over them.
If the shocks are not compression adjustable and are only rebound adjustable, there's not much you can do. Softening the rebound will help a little bit but not too much. Good luck.
