Toe-in is the pointing of the tires with respect to centerline of the vehicle. Usually tires are angled slightly toward the center of the road. I would suspect the camber is off, but the alignment shop should have caught either one. Like 911/q45 said, upper links not adjustable. Did you get a print-out? Values? Park the car on a flat surface, bounce it a bit and measure the tops of the fender arches to the ground.
