Not always! Every now and then we have someone come onto the forum or with problems like timing not advancing which leads to high egts and a pathetically lazy engine. I once experienced this and it got so frustrating until I changed to a standalone engine management system. Now that's a bit extreme and don't recommend going this route unless you have the funds and have someone who's competent enough to teach you the basics of tuning.
Code 55, cam timing is spot-on (timing markers are lining-up properly), crank angle sensor is good, then you can start looking at wiring, belt driven accessories (could be dragging) or (get this one) low output from your charging system (Insufficient voltage to critical parts), Bad ecu (they can have issues and still give you a code 55), and last but not least, timing belt is too tight (check idler pullies and timing belt adjustment tension). Fuel pressure is the least to worry about, but don't rule it out as well.
