Code 51 injector/miss help

I ran my codes a while back and have the det sensor code and and injector circuit code. My question is about the injector circuit code. I have tried unplugging the coil pack connectors one by one with it running and they all made it run worse when I unplugged them. So I got a screw driver and put it on each injector and I could hear them all click and didn't hear any irregularities. I do have hesitation or miss in the lower rpms and I'm pretty sure it's form the injectors. I also have a gas smell which I think might be bad injector o rings. I am wondering why I am getting a code 51 if I am able to hear all the injectors click? Also could the hesitation be caused by clogged injectors?

Could be an intermittent problem...I'd check the resistance across all 6 of em

The hesitation is very consistent I just can't decide if I need to spend the money on all new injectors and things. But I will ohm them all today and then post back with the results.
