EVERY CoD game is DESIGNED to have a 1 year shelf life. It's been that way since CoD 3. That's why Activision has so many studios working on a SINGLE franchise...it's the only way to crank out any sort of quality game on a yearly basis. It is INTENDED to be a yearly thing. Which makes it even MORE ridiculous that they charge extra for ultra-basic post-release support (maps). It makes the full-experience cost $90...for a game that's good for a single year. Either of those things (1-year planned obsolescence and tiny paid map packs) are abominable enough on their own, but together they form Captain We Hate Our Fans And Love Their Wallets. By your dollars combined.

I think you misread something somewhere. You're on the right track, but you've got your facts twisted.
Activision and IW are not (and were not) merely partners. Activision OWNS Infinity Ward. Owns as in still does. Nothing has changed there. IW is one of four developers Activision has dedicated to the CoD franchise. The "split" you're referring to is likely the departure of a few key IW personnel. Those employees left IW (and thus Activision) but the REST of IW is still in the same spot it was before: working for Activision on CoD.
The IW employees who left are indeed in court seeking the rights to the Modern Warfare setting. That has not yet been resolved in court.
Many of those employees have moved on to co-found Respawn Entertainment, through which I assume they hope to continue the MW franchise, or at least something closely approximating it in the event that they don't get the rights to the Modern Warfare setting.
And a group of remaining Infinity Ward employees have sued Activision over supposed unpaid bonuses related to MW2.
But despite all that drama, Infiniti Ward is still an Activision subsidiary.
The map pack pricing has nothing to do with any of that. The first map pack happened BEFORE all that drama anyway.
The pricing is the result of two things: Activision being greedy bastards, and the console playerbase being stupid enough to actually pay it. They charge that much because people pay that much. It's that simple. Want someone to blame? Blame everyone who actually bought the stimulus pack. They sent a message straight to Activision HQ that they can indeed get away with charging a$$ prices for s*** that should be free.
